Abstract: The literatures were analyzed,ingredients were designed,the mono/double layered  structures were experimented.  It was found that the excellent titanium anodes could 6e obtained by  adding cobalt into the intermediate layer. So an anode material with both high activity and corrosion re-sistance was developed
